Abstract Information: The Evaluation Division in Global Affairs Canada (GAC) developed the localization analysis framework as an evaluation assessment tool to measure a program’s alignment with a locally led development approach and to identify key relevant barriers and enablers. The framework encompasses 9 dimensions; while each dimension represents one unique component of locally led development programming, there are interlinkages and complementarities that exist between them. The framework therefore supports a holistic view of locally led development programming. The framework was informed by the existing body of literature focusing on defining, understanding and measuring locally led development. In addition, multiple consultations and presentations on the draft framework have taken place with both internal and external stakeholders to GAC; all feedback has been considered and leveraged to improve the framework’s quality and usefulness. The framework has been piloted and applied in three evaluations to date and remains an evergreen tool that is expected to evolve through further use, consultations with key stakeholders as well as best practices related to locally led development programming. This demonstration will provide an opportunity to: 1) Share GAC’s experience with developing and piloting the localization analysis framework in the evaluations of 3 GAC programs with a focus on supporting local organizations; 2) Share lessons from applying the framework ; and 3) Facilitate a discussion to elicit feedback on the framework dimensions, rubric and overall relevance and utility.
