Abstract Information: This paper presents an innovative approach to evaluating development projects in the complex context of Southern Italy, utilizing a goal-free evaluation framework within a positive thinking paradigm. Drawing on theories by Judith Tendler and positive thinking approaches, the study examines the positive changes triggered by projects supported by the CON IL SUD Foundation. Through an ex-post monitoring and in-depth interviews, the research explores three collaboration strategies adopted by involved organizations: occasional/opportunistic collaborations, Third Sector networks, and community relations. The analysis highlights the role of these networks in generating positive changes in the involved territories, emphasizing the importance of an open-minded perspective free from biases in analyzing results. This study contributes to the discourse on evaluation methodologies in complex settings and underscores the value of embracing unexpected outcomes in fostering development.
