Abstract Information: In contemporary development discourse, the integration of gender-sensitive indicators within monitoring and evaluation (M&E) frameworks has gained prominence as an essential step towards achieving more inclusive and equitable development outcomes. This research endeavors to explore the effectiveness and impact of incorporating gender-sensitive indicators in M&E processes, with a specific focus on fostering inclusivity in development programs. The study builds upon the foundational work of Kabeer (2005), who contends that gender-sensitive indicators are pivotal in capturing the multifaceted dimensions of gender dynamics within the context of development interventions. By synthesizing Kabeer's framework with recent advancements in M&E methodologies, this research aims to critically evaluate existing indicators and propose novel metrics that better encapsulate the nuanced aspects of gender-related impacts. Utilizing a mixed-methods approach, the research will draw on case studies from diverse development projects, incorporating quantitative data analysis and qualitative assessments. The methodology is grounded in the principles outlined by Duflo (2012), emphasizing the need for rigorous empirical evidence to inform the design and implementation of gender-sensitive indicators. Furthermore, the research acknowledges the complexity of gender relations within different cultural and socio-economic contexts, drawing inspiration from the work of Sen (2001) on capability approach. It seeks to examine how gender-sensitive indicators can effectively capture variations in women's capabilities and agency across diverse settings, ensuring that the evaluation process is contextually relevant and culturally sensitive. The anticipated outcome of this research is a set of refined gender-sensitive indicators that can be integrated seamlessly into M&E frameworks, offering a more comprehensive understanding of the impacts of development programs on gender dynamics. By combining theoretical insights with empirical evidence, this study aims to contribute to the ongoing dialogue on advancing gender inclusiveness in development practices and fostering positive transformative change.
