Elaine Tsao, MPH is a Research and Evaluation Associate at the National Council for Mental Wellbeing. She leads initiatives related to expanding the evidence base and research/evaluation infrastructure of the internationally recognized public education program Mental Health First Aid (MHFA). In her role, Elaine is responsible for conducting internal program evaluations, developing and maintaining course evaluations, and managing initiatives that support academics and evaluators across the country in researching MHFA in diverse communities.
She is a public health professional with a strong passion for advancing health and mental health equity using innovative programming, data-informed decision-making, and systems approaches. Elaine has worked with a variety of nonprofits, research institutions, healthcare organizations, and state entities in the United States and Hong Kong, and her experience spans the areas of program development, management, evaluation, and implementation; translational educational, youth, and mental health research; and health communication.
Elaine holds a Master of Public Health degree in Social and Behavioral Sciences and Population Mental Health from the Harvard T.H. Chan School of Public Health and a bachelor's in Psychology with a minor in Legal Studies from Scripps College.
