Karen Cellarius, MPA, has evaluated human services programs since 1998, specializing in multidisciplinary collaborations, mental health, addiction, prevention, and systems change. As founder and director of the Human Services Implementation Lab (iLab, https://hsimplementationlab.org/) at Portland State University, she has developed tools for fidelity to system-wide frameworks for human services, including Zero Suicide in Health Systems, Trauma Informed Care, and Chronic Pain Management in alignment with the CDC opioid prescribing guidelines. Partners and content experts in this tool development include the Zero Suicide Institute, Trauma Informed Oregon, and the Oregon Health Authority. She currently oversees implementation assessments using these tools in the United States, Canada, and Ireland. Karen is also the lead evaluator of multiple SAMHSA-funded behavioral health initiatives and a partner in the Oregon Center for Excellence for Behavioral Health and Aging (OCEBHA, https://oregonbhi.org/center-for-excellence/).
