Ralph was a professor at the University of Arizona for 17 years where he taught graduate public health program evaluation. During his tenure at U of A he evaluated numerous local, state, and federal programs. He then accepted a position at the University of North Dakota, where he was responsible for evaluating Cardiac Systems of Care for 7 mid and mountain west states funded by the Helmsley Foundation. During his 6-year UND tenure he developed System Evaluation Theory (SET) culminating in the publication of his book. Ralph has over 90 peer reviewed publications and is widely recognized as a an international expert in evaluating complex interventions.
