Doreen A. Otieno, M.Ed., M.Sc., is a doctoral student in the Educational Research and Evaluation program at Patton College of Education, Ohio University. She has over a decade of experience in strategic planning, program evaluation, and educational development. Doreen has a strong background in program design, evaluation, research methodologies, policy development, and improving educational systems through evidence-based practices.

Doreen holds a Master of Education in Educational Research and Evaluation from Ohio University, where she is currently pursuing her Ph.D. In recognition of her academic excellence and contributions to the field, she received the Outstanding Master’s Student Award in 2024 from Ohio University. She also earned a Master of Science in Project Management from Jomo Kenyatta University of Agriculture and Technology and a Bachelor of Education at Egerton University both from, Nairobi, Kenya.

From 2016 to 2023, Doreen served as the Senior Planning, Monitoring, and Evaluation Officer at the Kenya School of Law. In this role, she developed strategic plans and evaluation frameworks aimed at contributing to operational excellence and programmatic enhancements. Before this, she worked as a research and planning officer at Coast Development Authority, Kenya, where she coordinated community-based projects and conducted monitoring and evaluation activities.

Doreen has extensive training in qualitative research methodologies, data analysis, and program evaluation, supported by certifications in strategic planning and qualitative data analysis tools. She is an active member of the American Evaluation Association (AEA) and the American Educational Research Association (AERA), Ohio Program Evaluators Group (OPEG).
