Lam Huynh, Department of Defense Data Analyst at Dexis Consulting, is a seasoned research, monitoring, evaluation and learning expert with over 18 years of experience in designing and implementing comprehensive monitoring and evaluation (M&E) frameworks across multi-country projects in the international security sector. Currently, Lam supports the Defense Security Cooperation Agency (DSCA) at the Department of Defense as a Data Management Analyst, where they consolidate and analyze quantitative and qualitative program data for security assistance. Lam’s expertise spans impact evaluations, performance evaluations, and thematic assessments, providing actionable insights to stakeholders from various sectors.
With a strong background in both qualitative and quantitative research methodologies, Lam excels in multi-level data collection, design verification, and analysis. He has led teams in creating data visualization tools, managing knowledge systems, and conducting strategic evaluations, often using platforms such as Tableau and PowerBI, on federal programs with Dexis.
For this upcoming presentation at the American Evaluation Association (AEA) conference, Lam will discuss the development of the Security Environment Index (SEI), which measures the effects of security assistance on partner nations. This innovative tool reflects Lam’s commitment to advancing the field of M&E through rigorous data analysis and thoughtful integration of diverse data sources to inform policy and decision-making. It currently informs processes at the Department of State's Office of Security Assistance (PM/SA) as well as is scheduled to be presented as part of Lam's dissertation at the University of Denver, where the focus is on applied statistics. He has a M.A. in international development from American University and a B.A. in international relations from St. Edward's University.
