Currently associated with the International Republican Institute, Bilal Naqeeb is an experienced Project Management and RME expert with several years of dedication to the development sector. His extensive responsibilities encompass areas such as MIS and MER, Programme Planning, and Management. Leveraging his diverse skill set, he has successfully designed, developed, managed, and evaluated numerous programs and projects for both national and international NGOs. These initiatives have focused on rights-based and service delivery-oriented approaches, addressing thematic areas such as Governance, Climate Change, Health, Reproductive Health, Family Planning, Education, Rule of Law, Peace, Conflict Management, Capacity Building, and Research-based Advocacy. Notably, his work has placed particular emphasis on women, minorities, children, youth, and persons with disabilities.
Bilal possesses expertise in developing results-based M&E systems and MIS for performance management. He has played a key role in creating and implementing SOPs for data flows and designing data dashboards with powerful visualizations, facilitating high-level governing forums in both public and not-for-profit sectors. Furthermore, Bilal has developed and implemented frameworks for Value for Money (VfM) Analysis based on the 4E's model—Economy (spending less), Efficiency (spending well), Effectiveness (spending wisely), and Equity (spending fairly)—for FCDO-supported projects.
