Michael Hager is an experienced public health and quality improvement expert focused on LGBT health and HIV. He has 20 years’ experience working within the Ryan White HIV/AIDS Program across its funding streams and he has focused the last 16 years predominantly on Quality Improvement. Michael has led several national initiatives aimed at improving RWHAP patient health outcomes, including the in+care Campaign (reaching hundreds of thousands of people with HIV in the US and minted the HAB viral suppression measure) and the five-state HIV Cross Part Care Continuum Collaborative (H4C) that first demonstrated the greater effectiveness of the RWHAP service system in comparison with the open market by creating comparative HIV Care Continua. Michael’s leadership in these programs made a measurable difference in both provider capacity for quality in addition to downstream HIV health outcomes for the community. Michael has been at the forefront of cutting-edge systems change, integration of behavioral health and HIV primary care, the harmonization of HIV-priority initiatives (Fast Track Cities, 90-90-90, US-ETE, regional ETE, etc.), creating regional Rapid StART systems, use of storytelling to drive the creation of public/private partnerships, and the development other new tools and systems in addition to written procedures all with a focus on sustainability.
