Abstract Information: Measuring complex systems change is the most strongly cited challenge faced by foundation learning and evaluation leaders, according to the Center for Evaluation Innovation’s Benchmarking Research on Foundation Learning and Evaluation Practices report, the most comprehensive review in the sector. Our field has explored critical challenges, such as deciding what to measure and how to measure. However, one significant question that the field has not explored in depth is who is involved: Who do we engage with to understand the system and measure its change, and why them? More pointedly, whose voices should we be amplifying and how can their perspectives contribute to comprehensive efforts to understand and respond to the system?
