Norma Martínez-Rubin, M.P.H., M.B.A., has engaged in several roles: local elected official, independent evaluation consultant, and public health practitioner. She began her career as a public health educator and chose independent evaluation consulting as a second career. Her foray into the local politics has continually tested how well evaluative thinking guides decision making. Her client portfolio is founded on community health, disease prevention, and health promotion programs and projects for vulnerable populations. She has led and contributed to program evaluation for local, regional, national, and international projects.
An active member of the American Evaluation Association (AEA), she has regularly reviewed conference proposals, presented thought-provoking content as session chair and presenter at past AEA’s annual conferences and e-Studies, authored blog posts for AEA365, co-edited the 2019 issue of New Directions for Evaluation focused on independent evaluation consulting, served as Program Co-Chair, Evaluation Use Topical Interest Group, 2012-2014 and as Chair, Independent Consulting Topical Interest Group, 2011. A native Californian, Norma’s bilingual and bicultural (Mexican American) upbringing enhances her capacity to bridge philanthropic and non-profit organizational evaluation interests with monolingual Spanish speakers’ and immigrants’ experiences. Norma is a member of the Advancing Culturally Responsive and Equitable Evaluation Network. She is a graduate of Loyola Marymount University, the University of California, Los Angeles, School of Public Health, and the John F. Kennedy University School of Management.
