Karla Giuliano Sarr, Ed.D., is a Senior MEL Specialist at EnCompass, LLC, with expertise in qualitative and mixed-methods research and evaluation. Dr. Karla Giuliano Sarr has over 15 years of experience conducting research, technical assistance, and capacity building in international development and education with an emphasis on African contexts. She has expertise in performance as well as impact evaluations and has focused on qualitative and mixed-methods research. She has served the role of team leader and lead researcher for over twenty studied, combined. Dr. Sarr has specialized in early grade reading, girls’ education, multilingual education, social and emotional learning, and education in crisis and conflict and recovery. She has authored practice briefs that include accelerating learning, remedial education, and family/community level reading practices. Dr. Sarr serves as the Technical Director for the USAID Monitoring, Evaluation, and Learning activity in Senegal. Dr. Sarr has contributed meaningfully to projects funded by a variety of donors including USAID, FCDO, Irish Aid and UNICEF.
