DEBORAH L. RUGG, PhD, is an author, " Navigating Change: Global Health, AIDS, CDC & the UN"; President, Evaluation Consultants LLC; SDG Adviser to the US Mission to the UN/NY; former Evaluation Division Director UN Secretariat/NY and Founding Director Claremont Evaluation Center- New York (CEC-NY). She is an award-winning evaluation pioneer and thought-leader who led the UN Evaluation Group (UNEG) to pioneer the historic UN Evaluation Country Capacity Strengthening Resolution 69/237. As SDG Adviser to the US Mission to the UN in 2015, she led the inclusion of critical evaluation principles in the Global 2030 Agenda SDGs and garnered UN endorsement for the worldwide "2015 International Year of Evaluation". As UNAIDS/Geneva Evaluation Director and Monitoring & Evaluation Reference Group (MERG) Chair, she led the Global AIDS Reporting System in 193 countries and launched the first HIV/AIDS M&E Field Adviser program in over 66 countries. She was among the first to earn her PhD in the new field of Health Psychology from UCSF medical school in 1982. She went on to become a CDC Epidemic Intelligence (EIS) Officer in 1987, pioneering the behavioral and social sciences at CDC. She then worked in over 100 countries fighting for the health and rights of the underserved, was an active member of the AEA Executive Board and Co-Editor of AJE's International Developments in Evaluation. Her new book is a behind-the-scences, provocative memoir chronicling unbelievable events and hard-won lessons. It is her first-hand account of the societal and authentic personal challenges navigated by a female trailblazing evaluator in complex times. She now lives in the San Francisco Bay Area serving as a public speaker, mentor linking evaluation to tech, activist for the future and global SDG evaluation advisor. She also enjoys sailing on the San Francisco Bay and spending time with her daughters and grandsons.
