Abstract Information: In this literature review, I have reviewed the literature used to evaluate the educational short-term and long-term outcomes of children involved in Head Start Programs (HSP) in the contemporary research literature (between 2000 and 2020). From the findings, I interrogated how HSP has included or excluded participant voices in the evaluation process and conceptualized new ways to evaluate HSP that center program participants' goals and desired outcomes. I will use Gloria Anzaldua’s decolonial theoretical framework Coyolxauhqui Imperative to discuss the findings from the literature reviewed and provide practice and policy recommendations based on the tenets of her theoretical framework.
