Ann Bailey has more than 24 years of experience in the field of education, specifically in program evaluation and early childhood and special education technical assistance and dissemination at the regional and national levels. As Director of the Center for Early Education and Development (CEED) at the University of Minnesota, Dr. Bailey provides leadership and oversees the research and evaluation, professional development, program quality, and reflective practice work of the center. Currently, Dr. Bailey is the lead external evaluator for CEED and oversees multiple projects that provide support to Minnesota’s early care and education workforce. Prior to her current work, Dr. Bailey was the Associate Director of a federally-funded regional resource center that supported states in implementing IDEA 2004 where she was a primary technical assistance contact and led regional and national work in early childhood special education, monitoring/program improvement, collection and use of data, and special education finance. Dr. Bailey worked as a Head Start training and technical assistance, leading disabilities, professional development, and literacy work. Dr. Bailey has degrees from the University of North Dakota, Bowling Green State University, and the University of Minnesota.
